The unusual move sees a serving chief executive filling a role normally taken only by former senior officers.
Mr Cook said he had Kettering's support for taking on this additional work, which he would do in his own time.
In a letter to all council chief executives in the east Midlands, Mr Cook said: 'There have been, and will continue to be, occasions when we share issues. At no time will I betray a confidence I come across.
'I guess you only have my word on that, but those of you who know me will know there is no better guarantee.'
Mr Cook explained he would 'be feeding back to Solace Enterprises what is happening on the streets,' and added: 'Most people who do this sort of work are no longer on the streets.'
