Jacques Blanc, president of the Committee of the Regions, has obtained the support of the German Bundesrat (the assembly of federal state representatives) in a campaign by the committee to gain higher status as a result of the forthcoming intergovernmental conference on European Union reform.

A rare invitation to the CoR president to address the assembly, from the Bundesrat president Edmund Stoiber, is a strong sign of the its desire to enter into a dialogue.

At the sitting, Mr Blanc spoke of the decisive role that the Bundesrat played during the last ICG in establishing the committee, and thanked it for backing the request to have its political and consultative role in the community's decision making process reinforced.

Commenting on the CoR's wish to be given the status of a full community institution, Mr Blanc said: 'This would establish the role of the regions as political actors in the European Union and also have important legal implications, notably as concerns the right to institute proceedings before the European court of justice.'
