The Convention of Scottish Local Authorities has hit back at criticism from Scottish Secretary Ian Lang, saying its nominations for the European Committee of the Regions are not muddled but 'crystal clear'.

But after a month of wrangling between political parties in Scotland, a Scottish National Party member, James McGinley of West Lothian DC, has won nomination as a substitute member. A letter from COSLA notifying Mr Lang of the nomination was the third sent over the course of the summer detailing changes.

Final COSLA nominations include president Charles Gray (Labour), Cumbernauld and Kilsyth DC member Rosemary McKenna (Labour), Andrew Tulley from Ettrick and Lauderdale DC (Independent), Lothian RC member Keith Geddes (Labour) and Jean McCormack of Perth and Kinross DC (Conservative).
