Scotland's council leaders are poised to abandon their policy of non cooperation with the government's reorganisation of local government, Scotland on Sunday reports (p3).

The paper says that the expected climbdown will be seen as a victory by Scottish Secretary Ian Lang.

A meeting of the Convention of Scottish Local Authorities on January 21 will see the policy decision buried, says the paper. It reports that fears have been expressed that refusing to cooperate in the transfer of powers would jeopardise provision of services.
