In the debate on the government's finance bill, Jean Corston, Labour MP for Bristol East, criticised the government for saying people would pay£20 a week less in tax.

She said that an average family in Bristol would be four or five times worse off than that as a result of council tax increases 'imposed by the Government' (14 January col 146).

Chief treasury secretary William Waldegrave replied:

'Last week, the leader of the Opposition addressed the issue of local government grants and said: 'You may have heard Frank Dobson say a couple of nights ago to local government, 'You have to work within the existing spending limits.' We could not be clearer about this.''
