Government pay negotiations covering more than 1.4m local authority staff broke down last night, the Daily Telegraph reports (p5).

Unison will now consult workers on possible strike action, even though council leaders say the deal, worth on average 4.3% over 20 months, was all that local authorities could afford, the paper reports.
