The former Liberal Democrat group leader on Preston City Council has been barred from being a councillor for five years, following his conviction for downloading internet child pornography.

The Standards Board for England disqualified William Chadwick, who was also a councillor on Lancashire CC, for bringing his office into disrepute.

Mr Chadwick resigned from both authorities after pleading guilty to 18 offences in March last year. He was fined£1,000 and ordered to sign the sex offenders' register.

Standards Board chair Sir Anthony Holland said: 'We hope this will be an end to the damage Mr Chadwick has

done to the reputation of local government.'

In another ruling, the board imposed a one-year ban on former Wakefield MBC member Martyn Ward (Lab) for misleading the Child Support Agency by failing to declare a second income.

Mr Ward, who stood down from the council in June, was also found to have brought his office into disrepute.
