The key to better morale, a consultant told Leicester City Council, 'lies in clearer relationships between chief officers and elected members.'

His comments raised laughter, according to The Guardian's Diary (p17) especially when he added: 'Councillors must stop jumping on staff'.

The policy and resources committee had earlier been considering the propriety of a relationship between a councillor and an officer.
