Councils are being urged to adopt new government best practice initiatives or risk having their procurement powers taken away, according to Contract Journal (p4).

Barbara Young, director of consultancy and innovation at Building Research Establishment, claims councils who don't adopt the best value regime could be subject to investigation, while outcomes from auditing procedures could even result in total privatisation of services or partial outsourcing.

She said: 'It does not take much imagination to understand why local authorities are taking the modernising agenda seriously. The focus is clearly on results: results that matter to the community and that are monitored, reported and demonstrate progress and achievement. In doing so, there has been an urgency to provide through service plan agreements an indication of targets and appropriate measures.'

She added: 'The innovative forward-looking councils will find best value refreshing and a way of dismantling redundant services while providing new integrated facilities. The less adventurous or introspective councils will fine the private sector only too willing to maximise its earning potential.'
