Local authorities will be progressively frozen out of building schools when the new education quango is launched today, reports The Times (p1).

The Funding Agency for Schools (FAS), which will administer the budgets of the grant-maintained sector, will also have a say in the allocation of places.

Agency chairman Sir Christopher Benson, in an interview with the paper, said that Education Secretary John Patten wants the agency to 'mix it' with the local authorities.
