Social services minister John Bowis has warned local authorities that young offenders are not to be treated in a way that could 'be seen as a reward for misbehaviour', the Independent reports (p4).

The minister comments follow from the announced inquiry by Essex CC into why a 14 year old boy was sent to a luxury holiday village, only to carry out a series of burglaries.

Mr Bowis added that 'authorities need to be conscious of the need to send the right messages' to young offenders, the paper reports.
