Local authority departments have picked up 40% of Charter Marks due to be awarded next month, reports the Financial Times (p8).

Ministers are delighted with the high number of awards to councils, says the paper, and quotes one senior Conservative:

'It is clear that the award is being used by council chiefs to lever up services and to improve standards bit by bit.'

Proof is required that a user-friendly service is provided with clear improvements in standards, performance targets met and value for money ensured.
