A sustained trend by county councils towards decentralised management and provision of services has been identified in a report published today by the Association of County Councils.

Although this trend was first seen in private sector organisations county councils have developed the concept in varied and innovative ways, says the ACC. The report 'Decentralisation in the counties' brings together examples of schemes developed throughout England and Wales.
