The latest tranche of district comprehensive performance assessments has revealed polarised performance among districts in Devon.

Results for six of the eight district councils in Devon have now been published, which range from 'excellent' to 'poor'. South Hams DC and Exeter City Council were rated 'excellent' while neighbouring East Devon DC, Teignbridge DC, and West Devon BC were rated 'good'. Torridge DC was rated 'poor'.

In its assessment of Torridge the Audit Commission blamed poor leadership and lack of clarity about its goals. The commission stated that 'a history of inappropriate behaviour by a small number of senior councillors has undermined morale'. According to the CPA report this behaviour typically took the form of 'aggressive insensitive verbal abuse'.

Torridge leader Pat Ferguson (Ind) said: 'The report is a fair reflection of the council at the time of the inspection.The problems we had were first brought to light in May and this report, based on inspection in June, confirms many of the earlier report's findings.'

South Hams leader Richard Yonge (Con), said: 'Our high score is not because we are perfect. It is because we have an excellent understanding of what we could do better and have clear plans to improve services.'
