The Commission for Racial Equality has begun an investigation into claims that Borders Council has operated a 'blacklist' preventing gypsy families from using a holiday caravan park, reports The Scotsman (p5).

William Townsley alleges that when he arrived at the site for an annual festival he was told by site officials that he was included on a list of around 20 people banned from the park.

Mr Townsley says he was told the reason was because of trouble the previous year involving gypsies, even though it was recognised he wasn't involved.
