Councils' crime-fighting duties should be subject to comprehensive performance assessment, the Audit Commission has urged.

A commission report, Victims and witnesses, said council performance on meeting duties set out in the Crime & Disorder Act 1998, and on partnership work with police, should be fed into CPA.

Report author Jeanette York said a major problem undermining confidence in the criminal justice system is councils' slowness to tackle anti-social behaviour, including vandalism, graffiti and rowdy behaviour.
