Dame Shirley Porter, former Tory leader of Westminster City Council, will this week appear in court with four other former councillors and officials to appeal against a o31m surchage imposed on them in the 'homes for votes' scandal, the Independent on Sunday reports (p2).

District auditor John Magill will not be giving evidence.

The appeal hearing is expected to last five weeks and is expected to claim that Mr Magill acted unfairly in deciding to impose the record surcharge last year.
