Northern Ireland minister Sir John Wheeler was 'used' by Dame Shirley Porter to achieve her secret gerrymandering strategy in Westminster, BBC's Panorama alleges tonight, reports The Guardian (p3).

According to confidential documents, a result of Dame Shirley's policies would have been to help Sir John retain his marginal Westminster North seat.

However, The Guardian reports that Sir John was not a party to the 'key wards' strategy that involved fast-track planning to remove Labour supporters and gain extra Tory votes in time for the 1990 elections.
