There has been a massive increase in spending on personal social services over the past decade, according to Department of Health statistical indicators.

From 1987 to 1998 gross expenditure almost trebled in cash terms and doubled in real terms, says the report. The£10 billion spent in 1997-98 was an 8% increase on the previous year.

Meanwhile, the number of children in care went up over a recent four-year period while the number of adoptions went down, Department of Health figures reveal.
