A 'secret army' of defeated Conservative councillors is running the country through quangos, claims the Labour party in Today (p4).

The paper reports that Tories defeated at local elections are taking up places on quangos.

The number of quango members has risen by 43% from 45,560 in 1986 to 65,354 in 1994, according to figures compiled by shadow Commons leader Ann Taylor. The paper points out that the number of Conservative councillors has dropped by the same percentage.
