For the third year running Labour conference delegates have told the government to allow councils to both directly own homes and borrow the money needed to renovate them.

Ministers have repeatedly ruled out the so-called 'fourth option'. But delegates backed it by a 2:1 vote.

Councils that need extra money to meet the decent homes standard by the 2010 deadline can choose between transfer to a housing association, a PFI deal or setting up an arm's-length management

organisation.
