The Department of the Environment, Transport and the Regions has committed itself to a range of targets in its dealings with local government in a new 'public service agreement' with the Treasury.

Treasury chief secretary Stephen Byers was yesterday due to publish a white paper on public service agreements for government departments.

The DETR's agreement commits the government to plans to reform business rates and confirms that best value will be developed ahead of legislation, with councils expected to make service improvements of 2% or more.
