The Highbury and Islington Express (p10) reports on calls by the boroughs Liberal Democrats for the government of Islington to be devolved to a series of 'mini town halls'.

The local party is calling for the existing neighbourhood services department - responsible for housing and social services - to be replaced with 'neighbourhood councils'.

But a senior Labour councillor said there was a risk that neighbourhood councils would become 'kangaroo courts', with a tiny number of councillors taking decisions not in the best interests of the borough, says the paper.
