The condition of many public libraries in Devon has been criticised in a new county council report, the Western Morning News reports.

Many of the libraries suffer from lack of space and access and are unable to 'respond adequately to local community needs.'

According to the paper the council is so short of cash that no libraries are scheduled for replacement in the capital programme.
