A North Devon district councillor has resigned after spending just 12 minutes at meetings in the last six months, the Western Morning News reports (p7).

Liberal Democrat Dave Capner had avoided disqualification by just eight days when he attended a policy committee meeting las month, the paper says.

A council spokesman told the paper: 'We have received a letter from Mr Capner saying he is resigning through ill health.'

There will not be a by-election as his resignation is within six months of the next elections.
