Devon CC is undertaking a major review of its budgetary procedures after discovering one of its schools has apparently falsified class registers to create 'ghost' pupils, reports the Times Education Supplement (p1).

The alleged irregularities at a primary school in Plymouth were hidden for three years. The school earned an extra £180.000.
