Labour will put a devolution scheme to the Scottish people so that they can vote in a referendum in September, Scottish secretary Donald Dewar told Today.

Asked about devolution for the English regions, Mr Dewar said: 'The whole point of the devolution experiment is part of the wider framework for democracy....we'll be looking at the machinery of government.'

But the government will listen to what people in the regions want, he said: 'We're not trying to impose a blueprint'.
