Wide ranging community charges imposed last week have hit thousands of disabled and old people, reports the Guardian (9 April, p8).

Many councils which have either increased charges or introduced them across the board for services such as home helps and day care centres say they have been forced into a corner because of government cash curbs.

The Association of Directors of Social Services says some councils are imposing charges that people cannot afford and says there are major differences between authorities.
