The Council of Welsh Districts has said that it is disappointed that after three years of debate and uncertainty over local government reform there will be a further year's delay caused only by the inability of Parliament to find time to process the Bill.

A statement said the CWD will seek to use the extra time in a constructive manner even though it considers the ability of councils to plan for the future and develop their services will be inhibited by the delay and the continued uncertainty will damage staff morale.
