'Serious and fundamental failings' in management were to blame for the£2.5 million deficit in East Ayrshire Council's DLO last financial year, the Accounts Commission has confirmed.

In a report published this week, controller of audit Bob Black acknowledged 'the expeditious, open and comprehensive manner' in which the council had acted to turn around its DLO.

East Ayrshire leader Dave Sneller said the commission findings echoed the council's identification of contributory factors such as a bonus scheme, failure to monitor spending on sub-contractors and a flawed charging system.

'It is a final step in the external investigation into past problems,' he said.
