Health secretary Frank Dobson has confirmed that he has decided to impose external ajudicators - similar to those sent into inadequate schools - on social workers believed to failing to prevent child abuse, the Daily Telegraph (p7) reports.

Cambridgeshire CC and Sefton MBC are likely to be among the first targets. 'They have got to get themselves sorted out and if they do not we will sort them out,' Dobson said.

He is planning to ask parliament for power to set up social care task forces which will be modelled on the education hit squads that are sent in to identify problems with under-performing schools.
