In his column in the Independent (p4), Ken Livingstone says the Labour party has turned 'in desperation' to Frank Dobson.

Mr Livingstone says he assumes Dobson's nomination for London mayor would mean he would be allowed to stand as well.

But he says Mr Dobson needs to make it clear if he supports part-privatisation of the tube.

Mr Livingstone proposes instead the issuing of bonds to raise money for capital investment in the underground.
