Labour will overhaul the local government funding system in time for the 1998-99 budgets, shadow environment secretary Frank Dobson promised.

'We voted against [this year's finance settlement] because it was unfair, but that is now the settlement. That settlement, including the capping limits, is what we are all faced with,' Mr Dobson said.

'But I can tell you that we will change the distribution in time for the following year. We will not keep this Tory system, which pours money into areas that don't need it and denies money to the parts of the country that do.

'So don't let anyone suggest that a Labour victory won't make a difference.'
