A Tory district council is planning to take the government to judicial review because it believes it was short-changed in this year's standard spending assessment.

Surrey Heath was due to receive £7.07 million for 1996-97. But ministers revised the authority's SSA to £6.88m after a discrepancy in local population figures was discovered.

The error arose because the Ministry of Defence over- estimated the number of military personnel in the area.

A DoE spokesman said the mistake was rectified during the SSA consultations, which ended on 8 January.
