Environment secretary John Gummer has ordered a planning inquiry into Westminster City Council's decision to grant permission to develop one of the last blocks of Georgian houses in central London, reported The Observer (p2).

The developer in question, Richard Loftus, helped the council formulate its controversial strategy called 'Building Stable Communities', aspects of which have since been criticised by district auditor John Magill.
