Health secretary Stephen Dorrell is planning to contract out many social work services to private firms or charities, reports The Express (p9).

The paper says that parallels are being drawn with the way that other council services have been privatised and put out to competitive tender.

The health secretary is said to intend to separate the three key roles performed by social services departments, assessing needs, commissioning and paying for care packages and delivering services.

The Express claims that his review is likely to lead to an end to local authorities owning and running old people's homes.
