Councils will have to earn the trust of a Labour government, according to T&GW national officer Jack Dromey.

Mr Dromey said he supported Labour's call to end CCT but warned that in-house service delivery was the means to an end, not an end in itself.

'The community will not pay more for less just to keep a service in-house,' he said.

'Only high-quality service which provides value for money will survive.'
