Iain Duncan Smith signaled in The Sunday Telegraph (p1 & p14) that he is ready to repeal Section 28, the legislation that forbids the 'promotion of homosexuality' by local authorities, and to review the law on cannabis abuse.

The Conseravtive leadership contender says Section 28 - which he had previously supported - had become a 'totem', identifying the party with 'dislike and hate' of people.

In an interview, he also said the Tories would 'have to look' at whether the banning of cannabis was the most effective way of stemming abuse.
