Socitm Consulting which will provide the council with access to e-government

and ICT strategy advice, consultancy and project management services over the

next three years.

Socitm Consulting has already undertaken several successful assignments on a

project-by-project basis for the council in the areas of strategy

formulation, web design and development, property based systems and project


Under the new agreement, which will be effective for three years from 1st

April 2002, Socitm Consulting will become the council's preferred supplier

for consultancy services, giving the council priority access to:

- A wide range of ICT and local government expertise on an as needed basis

- Ongoing support and advice, from the Socitm Consulting knowledge base

- Special rates for chargeable consultancy

As a smaller district council East Cambridgeshire has limited resources to

spend on outside advice. At the same time the council values independent and

impartial advice and for its e-government programme is not prepared to rely

on information from suppliers alone.

'East Cambridgeshire has a challenging e-government programme, both for

itself and in its partnership programmes with other authorities that will

greatly increase the availability of broadband access to government services

in the area' says Edward Twentyman, chairman of the policy & resources

committee and member e-champion. 'Under this arrangement, Socitm Consulting will support the council by providing both ongoing advice and information and deploying the required consultancy resources quickly and only for the time required, thus

providing best value'.

According to Stephen Howes of Socitm Consulting: 'Authorities are being urged

to develop partnerships to accelerate the implementation of e-government.

The sort of arrangement we have with East Cambridgeshire can work

particularly well for smaller authorities, allowing us to arrive at a

complete understanding of the authority's service requirements, thereby

simplifying the delivery of consultancy services and as a result achieving

excellent value for money.'


Socitm Consulting provides ICT management, e-government,

procurement/partnership and technology consultancy to local authorities.

Formed in 1987, it is a not-for-profit business stream wholly owned by the

Society of Information Technology Management (Socitm), the professional

association for public sector ICT managers. In less than five years, Socitm

Consulting has become the ICT consultancy most used by local authorites (IT

Trends 2001). Independent of any hardware, software, services or
