Noisy families who refuse to heed complaints could find themselves 'bugged' by East Hertfordshire DC, the Daily Mail reports (p20). The paper says that in the worst cases neighbours who complain will be able to have a listening device installed in their home.

The idea, says the Mail, is being tried out by the council which has paid £6,000 for the latest in digital recording devices.

Chief environmental health officer Sue Green is reported as saying it is often very hard to get evidence against noisy householders.

Council officers would install the device in a sealed unit and next day experts would run through the tape which will provide details including decibel levels.
