Edinburgh City Council has accused Scottish secretary Michael Forsyth of bias in capital allocations to a council in his own constituency, says The Scotsman (p6).

The council said it was allowed to borrow £200,000 which was ring-fenced for housing repairs, yet Stirling Council - which is in Mr Forsyth's constituency and is less than a quarter of the size of Edinburgh - had been allocated £1.5m.
