Edinburgh's civic leaders unveiled their bid for the Arts 2000 competition yesterday stealing a march on rivals Glasgow and the Borders, reports the Scotsman (p5).

Lesley Hinds, Labour leader of Edinburgh DC, said the partnership between the district, Lothian Region, and Lothian and Edinburgh Enterprise illustrated a new era in the city's unity.

The title of City of Architecture and Design 1999, the final year of the Art Council of Great Britain's Arts 2000 project is being challenged by about 20 other cities and regions, ranging from Hackney LBC to Hertfordshire.
