Government ministers privately fear they will not be able to get the Education Bill on the statute book before the next general election, reports The Times Educational Supplement (p1).

The paper says some proposals, like increasing local authority school delegated budgets to 95%, have been dropped to smooth the bill's passage.

In the event of the bill running into trouble in parliament, party whips could do deals to agree parts of the bill which achieve cross-party consensus.
