A crown court heard yesterday that the principal electrical engineer at Hereford and Worcester CC rigged the tendering process in return for bribes. It was alleged that David Collins was responsible for o1m of contract work over a three-year period and set up a tender-fixing cartel.

The Birmingham Post (p1) covers the case and reveals that Collins denied a charge of corruption, as well as four charges of conspiracy to corrupt and four of conspiracy to defraud the council between 1991 and 1994. It also repeats the claim that Collins's reward was to receive cash payments from contractors as well as o20,000 of building materials to build himself a new home.
