from the National Waste Minimisation and Recycling Fund to help local

authorities set up recycling and waste initiatives across England.

From over 357 applications to the fund, 142 schemes were approved by

Defra with the help of an independent expert panel. All of the bids

fell into one of five pre-defined categories and the money was

distributed along the following lines:

Applications from local authorities in the Turning Around Low

Performance category received 52% of the fund, whilst applications in

the Partnership category received the next largest share of funding

at 26%. Successful bids in the General Projects category received 16%

of funding, those in High Performance, Best Practice and Innovation

received 4% and projects in the Community Initiatives category

received 2%.

This announcement earmarks initiatives for 2003/04 and follows the

allocation of£40m from the fund earlier this year to help

projects during 2002/03. This first announcement also ringfenced a

further£21 million for projects in London over the two- year period.

Announcing today's grants, Margaret Beckett said:

'The waste report from the prime minister's Strategy Unit, issued

last week, made recommendations to government on how we should deal

with this issue in the futture; particularly with regard to reducing

landfill and meeting the EU Landfill Directive. We certainly do need

to raise our game on recycling, whatever other measures are put in

place.

'However, I am pleased to see that projects from the first round of

funding are already beginning to take shape. Three councils in the

North East have combined to launch a kerbside recycling scheme in

their area. Wear Valley, Teesdale and Derwentside Councils will be

distributing green boxes and sacks to over 80,000 households to

enable people to recycle paper, card, cans, glass and textiles. I

hope the money we are giving out today will see more schemes like

this spread across the country. It really is now down to all

concerned to build up a momentum in tackling waste and take everyone

forward - encouraging less landfill, more recycling and a better

environment for all.'

NOTES

1. The National Waste Minimisation and Recycling Fund is open to all

local authorities in England.

2. An expert panel consisting of waste experts in the public, private

and community sectors assisted evaluation of applications to the

National Fund. The panel were given Terms of Reference covering

issues such as evaluation procedure and conflict of interest. To

ensure consistency and transparency, the panel also agreed a set of

criteria to be used in assessing each bid. The panel members made no

charge for their time.

3. For 2003/04, a total of 357 applications to the fund were

received, with a total value of approximately£220m.

4. The£21.3m Capital Waste Minimisation and Recycling Fund was set

up at the time of the first funding announcement and was specifically

for the London region. It is managed by a partnership consisting of

the Mayor of London, the Association of London Government and London

Waste Action (LWA) with oversight by Defra.

6. Guidance for the five pre-defined government priorities is as

follows:

Partnership working between authorities - should reflect a programme

agreed by both collection and disposal authorities and should

demonstrate how the two types of authority will work together

Innovation and high performance - there is a wide variation in

performance amongst authorities. Some of the fund has been earmarked

for authorities who have good recycling records. This part of the

fund will help tackle cutting-edge recycling issues, long term

targets, fund current projects and help tackle new waste streams.

Helping turn-around low performers - here the fund provides specific

financial support to low performing authorities, coupled with project

management and financial approval processes.

General projects - for authorities who are neither high nor low

performers but who have worthwhile local projects that require

additional funding.

Developing community initiatives - helping to build short-term (2

year) initiatives that will build a greater local community sector

involvement
