The East Anglian Daily Times (p4) covers response to an internal inquiry into a paedophile, Paul Diggons (who was taken on as a foster parent in 1978 by Essex CC), who systematically abused children in his care over a 20-year period. Director of social services Mike Leadbetter is quoted as saying he took 'guarded encouragement' from the wide-ranging report which backs up changes made to the service over the past five years. He is further quoted:
'The report doesn't exonerate us, but it reinforces our view that when you look back there is much to learn. I have guarded encouragement that the steps we are taking are leading to these people being uncovered.' He claimed that heightened awareness of child abusers and a more focused policy was leading to a greater detection rate of people who had slipped into the system when vetting procedures and attitudes were vastly different.
He added: 'We just didn't listen effectively to the children. The one thing I have learnt over the past 10 years is how cunning these people are.'
