Strathclyde RC, which will be split into 12 unitary councils in April, agreed last week to submit bids for millions of pounds of European Commission grants for projects it will not administer.

The region's business development department will submit bids to meet the October deadline. After vesting day the unitaries will take on the projects, and will have to match the grants with money from their own budgets.

Malcolm Leech, senior economist in the Strathclyde chief executive's department, said the unitaries cannot prepare bids as they do not know their budgets yet and do not have enough staff.
