The official solicitor is to take the government to the European Court of Human Rights over a legal ruling which prevents abused children from suing local authorities which fail to provide them with adequate protection.

The move follows a case involving five children from Bedfordshire who suffered severe emotional abuse and neglect at the hands of their parents. The five are barred from suing the county council, which they claim should have ensured their well-being.
