A European Parliament conference has endorsed plans to redefine subsidiarity to incorporate local and regional government.

The conference, organised by the Committee of the Regions, the Council of European Muncipalities and Regions and the Assembly of European Regions, also called for the principle of local self-government to be added to the European treaty. The conference endorsed a document embracing the reforms.

Speaking at the conference, Local Government Information Bureau chairman Alan Lloyd said: 'For me, the issue of local self-government is a question of citizens' rights.'

Mr Lloyd exhorted both the parliament and the federal regions to make their voices heard at the EU Inter- Governmental Conference and to introduce the document to delegates.
