The Scottish Executive has refused to comment on a leaked working paper containing proposals for amalgamating health authorities and councils in Scotland (LGC, 7 September).

A spokesman said the Executive is seeking to improve joint working and that re-examining the boundaries between the two tiers was just one aspect of this.

SNP local government spokeswoman Tricia Marwick said the leak confirmed concerns 'that this Scottish Executive is not concerned about local government'.

The document also looked at the possibility of reducing the number of Scottish councils to 15 or 16.
